16話のラストで急浮上した、私自身も最も犯人に近いと思う人物です。
そもそもは黒島を大学構内で付きまとうにやにやと笑うとにかく怪しげなストーカーとして登場しました。その後二階堂と黒島とのデートの際にも。しかも黒島を数年前から付きまとっている根っからのストーカーで、黒島が入学した大学に自ら入学したほどの怪しさ。
そもそも何故黒島と二階堂のデートの行先を知っているのか？そして耳にはめているイヤモニ？らしきものは何なのか？それは16話で明らかになります。

結論から言えば、黒島の部屋に盗聴器を仕掛け、黒島にかかる情報をすべて把握していたという事実。どうやって部屋に入ったのかの疑問もありますが、この結果黒島の部屋で話し合われた交換殺人ゲームの全容も、住民たちの情報も把握されているものと思われます。
その証拠に翔太たちが内山の部屋に駆け付けた時に使った言葉「ブル」。これは翔太と菜奈が共通で使いあった言葉ですが、ダーツ用語になりますがまさに「的中」の意味。

そして内山が息を引き取ったあとの心電図に写しだされたダーツの画像。これはまさしく菜奈の死後パソコン上に残された日記データを翔太が見終えた後に仕組まれていたプログラムデータと同一のもの。
結局、黒島のストーキングのみならず、どうやら翔太・菜奈の情報まで掌握していた様子。そのため菜奈の殺害も、その他住民の殺害もおそらくこの内山達夫が十分すぎるぐらいの動機を持っていると確信します。
また、刑事や翔太が自分のアパートに来るとはしらないはずなのに、ドアに細工をして、自分の胸にダーツの矢があたるようにするなんて、絶対にできません。しかも確実に死んでしまう細工なので、誰かの指示があったような気がします。
長年黒島のストーカーをしていることは誰もが知っているのに、前の彼氏にも何もしておらず、祝福していたというのはおかしいです。黒島につきまとっているのではなく、黒島に協力しているような可能性はあると思います。
しかし内山自身の死をもって今後どういった展開を見せるのか全く分かりません。

一章の時点からすでにやばさを発揮していた301号室の住民。そもそも内山以前に翔太にも、現在では二階堂にもストーキング行為を頻繁に繰り返していた人物。
勝手に二階堂に姓名判断でお互いにふさわしい呼び名を調べてきたり、菜奈の前でも堂々と抱き着いたり、見舞いの病室で悪びれた様子もなくウエハースをほうばってみたり。
なにより最も怪しさを感じさせるのが、交換殺人ゲームにて紙に書いた名前・引いた紙に書かれた名前を一切に明かそうとしない事。ひょっとしたら自分で書いた紙を自分で引いたということでしょうか？
その紙には何と書かれていたのか？私の推測ですが、異常な愛情表現をすること、そしてその相手がいずれも愛すべきパートナーがいることを周知であること、そういったことから考えると「自分が惚れた相手の愛すべきパートナー」といった内容だったのでしょうか？まさに略奪愛です。
その証拠と言えるのかわかりませんが、16話では警戒しながら外まで出てきた黒島の頭上からいきなりパソコンが降ってきて、間一髪で黒島に直撃なく地面に落下。そのとんできた方向を見上げると、そこには尾野がにこにこしながら「すみませ～ん。手が滑っちゃいました」と。明らかに標的にしています。

犯人候補 内山・尾野の共犯の可能性
内山が死んでしまった以上今後の犯人捜しの全容解明がどうなっていくのか全く不明でありますが、そもそも内山自身の死は自殺だったのでしょうか？
翔太たちが部屋に駆け付けた時は、返事をし笑っていたので生きていました。しかし水城が部屋のドアを開けた瞬間ダーツの矢が仕掛けによりいすに腰掛ける内山の胸に刺さりその後息絶えます。
しかしこの仕掛けは、一人で仕組めるものでしょうか？何やら他人が仕組まない事にはできない気がしてなりません。
そこで考察されるのが内山と尾野の共犯説。そもそも交換殺人ゲームに参加していたのはあくまで尾野であり、内山は参加者でもましてや住民でもありません。そんな内山には殺人の疑いがあり、これほどやばく参加者でもある尾野には容疑が向けられません。
その動機としては、尾野が殺したい人物を内山を利用して殺害させていたというもの。実際神谷が死の直前メモを見ながら「こいつは誰なんだ？」と犯人を推察していた様子からも、警察もまったくノーマークだった人物だったのではないかと思います。
尾野の指示により、何らかのつながりを持つ内山が数々の殺人を行い、その真相に最もたどり着こうとした神谷の殺害をもって、その目を向けらたことによりその疑いが尾野本人に向けられることを恐れ、口封じとして内山を殺害したというもの。
この展開が今後最終回に向けて明らかになっていくのではないかと思います。

殺してほしい相手ということで紙に銀行勤務時代の部下の名前を書いたところ、その部下は殺されてしまいました。血の付いた彼の名札が宅配便で届けられ、届けた宅配便の業者は黒島のストーカー男、内山のような気がします。
インターフォンの画面に映った姿が似ていました。田宮は自分のところに名札があるのに、警察に名札がほしいといったり、部下の家にいき、形見としてゆずってくれと言ったりしていました。誰が送ったのかをさぐるつもりなのか彼の行動はよくわかりません。
しかも、香典をわたしていないのに、田宮の名前ですでに香典をうけとっていると母親に言われるシーンがありました。いったい誰がそんなことをしたのか謎です。
犯人候補 南雅和の謎

内山の住むアパートから急いで逃げだしているような姿を翔太は目撃しています。なぜ翔太たちが彼のアパートへ行くのを知っていたのかわかりません。彼の部屋には殺人事件にかんする膨大な資料の段ボールが保管されており、単に事故物件に住むユーチューバーというだけではないような気がします。
反撃編からの登場ですが、事件のことを探っており、単なる好奇心だけではないような気がします。もしかしたら、過去に自分の家族を殺されてしまったことがあり、今回も同じ犯人がからんでいるのではないか、犯人をつかまえたいという復讐心があるのではないかとにらんでいます。
犯人候補 桜木るりの謎

袴田吉彦を殺した際に既につかまっている外国人の男性(シンイーの知り合い)2人と一緒に彼女も現場にいました。
しかも覆面をとって現れており、殺害にかかわっていたと思われます。藤井の部屋に突然風呂上がりで現れており、久住が相談にきたときに、その人のせいにしちゃえとけしかけていました。彼女もあやしいです。
最後に
以上私なりの犯人考察でした。
しかしまだ回収されていない伏線が多々あります。佐野は一体山奥で何をしていたのか？田宮本人送った覚えのない香典は一体だれが送ったのか？（←奥さん？）二階堂のAI
